I am directed by the Minister for Justice to refer to your letter of 1st February and to say that permits to import books which have been prohibited by the Censorship of Publications Board are given only in exceptional circumstances and only where the applicant has special reason for requiring a particular publication. The reason must, of course, be one that in the Minister's opinion would justify him in granting a permit, the effect of which would be to exempt the holder of the permit as regards that publication for the law applying to the community generally.
The Minister is not prepared, on the basis of your letter, to issue a permit to you to import the books.
