Michael J. Somers BComm, M.Econ.Sc, Ph.D. Dr. Michael J. Somers, also known as Mike, BComm, M.Econ.Sc, Ph.D., serves as Medical Director of Briarcliff Ambulatory Surgery Center, L.P. Dr. Somers served as the Chief Executive Officer at National Treasury Management Agency, Dublin (NTMA) from 1990 to 2009. Dr. Somers served in the Irish Department of Finance and the Central Bank and served as Secretary General of the Department of Defence from 1985 to 1987. Dr. Somers serves as the Deputy Chairman of Allied Irish Banks, P.l.c. and has been its Non Executive Director since January 14, 2010. He serves as the Deputy Chairman of AIB Group (UK) PLC and has been its Director since January 2010. He has been Director of Willis Group Holdings Public Limited Company since April 2010. He serves as a Non-Executive Director of FEXCO. He serves as a Director at Willis Group Limited, St. Vincent's Healthcare Group Ltd., the Institute of Directors and is a Council member of the Dublin Chamber of Commerce. He serves as Director of St Vincent's University Hospital Ltd. Dr. Somers was Chairman of the group that drafted the National Development Plan 1989-1993 and of the European Community group that established the European Bank for Reconstruction and Development (EBRD). He is an Independent Non-Executive Director at Hewlett-Packard International Bank PLC, Fexco Holdings Ltd. He served as a Director of the European Investment Bank. Dr. Somers served on the board of the Irish Stock Exchange until 2009. He was the Irish member of the EU Monetary Committee from 1987 to 1990 and chaired the EU group that established the European Bank for Reconstruction and Development. He is the Minister for Finance under the Irish Government's National Pensions Reserve Fund Act 2000 (as amended).
